Dutch government plans to cancel value-added tax on household photovoltaic system

According to foreign media reports, the Dutch government is planning to cancel the value-added tax (VAT) of household photovoltaic systems in the country, which is up to 21%.

Peter Segaar, a photovoltaic analyst from the Netherlands, said, "This measure will become a part of the Dutch tax plan in 2023, but it still needs the final approval of the Dutch parliament. Since the Netherlands has always firmly supported the European Commission's decision to implement such tax exemption, it is expected that this measure will be introduced before the end of this year."

Segaar pointed out that the VAT exemption of BIPV system was not included in this proposal. He explained that "residential users still have to pay VAT for using these photovoltaic systems. However, most residential users install traditional photovoltaic systems on the roof."

According to him, by the end of 2021, about 1.58 million Dutch households will have installed household photovoltaic systems. The total installed capacity of these PV systems is 5.6GW.

The Netherlands is currently encouraging users to install rooftop photovoltaic systems through a net metering plan. The prospect of reduced net measurement returns may prompt Dutch residential users to increase the self consumption rate of household photovoltaic systems, such as supporting the deployment of battery energy storage systems.
