Germany seeks proposal for a 10GW solar power plant

Economy of Germany's Ministry of Economic Affairs (BMWK) has launched a letter of intent process to invite solar module manufacturers to establish production facilities in Germany.

The government's goal is to allocate investment subsidies (capex) through the Temporary Crisis and Transition Framework (TCTF), subject to budget conditions and approval from the European Commission. The goal is to establish a production capacity of 10GW along the photovoltaic value chain.
The project must meet specific standards, including a minimum annual production of 2GW, component efficiency exceeding 24%, and an annual degradation rate below 0.2%.
Welding processes are not allowed in production, and manufacturers must prove that their carbon dioxide emissions are less than 18 grams of carbon dioxide per kilowatt hour based on their service life. Require the use of solar glass without antimony, with lead, bismuth, and nitrogen listed as key prohibited raw materials.
The Inflation Reduction Act (IRA) in the United States has increased pressure on the German government and the European Commission to provide more financial support for the domestic solar industry, leading some companies to consider supporting investment decisions in the United States, where capital and operational expenses can be funded.
The supply chain chaos of the past two years has made the benefits of having its own solar module production in Europe very evident. Component prices have increased by 15% to 20%, and countless projects have been postponed due to the lack of important components from China. The German solar industry stated that this dependence is "much greater in terms of natural gas than in terms of Russian energy".
According to current data from the Federal Bureau of Statistics, nearly 90% of photovoltaic systems (PV) imported from Germany come from China. The numbers in Europe are similar.
